HOW CAN HEAP HELP ME?

A Summer Crisis Cooling client received utility assistance and an AC Unit to keep cool.

SELF offices serve as Butler County's Emergency Home Energy Assistance Program (E-HEAP) and Summer Crisis Cooling sites for the summer and winter months.  The purpose of Emergency HEAP program is to assist low-income households with elderly, small children and people with disabilities with their utility bills in order to provide heat in the winter.  The maximum monetary amount of utility assistance varies by year and energy source.  The Summer Crisis Cooling Program helps households with elderly and people with medical issues stay cool during the hottest summer months.

SELF also helps
Butler County residents certify or re-certify for Percentage of Income Payment Plan (PIPP) year-round for regulated utility providers, such as Duke Energy.  PIPP is an extended payment arrangement with gas and electric companies that bases payments on a percentage of household income.



  • Summer Crisis Cooling generally begins around June 1 and runs until August 31.* Residents must fall at or below the 175% of Federal Poverty Guidelines to qualify.
  • Winter E-HEAP generally starts November 1 and runs through March 31.
  • PIPP Certification is on-going and available by appointment.  Residents must fall at or below the 150% of Federal Poverty Guidelines.

While SELF does accept walk-ins during HEAP season, we strongly recommend making an appointment as walk-ins are not guaranteed to be seen.  Appointments can only be made during active HEAP seasons by calling (513) 868-9300 or (888)432-7022 from Middletown.

What do I need to bring?


All HEAP guidelines are predetermined by the state of Ohio.  Different documents are required for the winter and summer programs.  Everyone filing for HEAP must bring in all documents.    
                                               
Summer Crisis Cooling Winter E-HEAP
  • A household member is 60 years of age or older OR a doctor's note stating the health benefit for a member of the household
  • Current utility or bulk fuel* bill (must be in household member's name who is filing for HEAP)

  • Current utility bill (must be in household member's name who is filing for HEAP)
  • Disconnect Notice
  • Social Security Cards (or legal documentation) for ALL household members

  • Social Security Cards (or legal documentation) for ALL household members
  • Proof of ALL household income for last 13 weeks or 12 months
  • Proof of ALL household income for last 13 weeks or 12 months
  • Picture I.D.
  • Picture I.D.
  • Child Support printout if Child Support is received
  • If living in City of Hamilton, must bring in arrangement form and receipt that co-payment was made
